Read OnBoard Counter B (Firmware) counter channel c to W as a floating point number, then clear the counter.
OBCB provides a medium speed counting feature on multiple inputs of selected controllers. Please refer to specific controller documentation for details as well as OBCB generic documentation.
Dialect exclusions: Not available in dialects before 19.
Note: At time of writing there is no simulation of the OBCA in SPLat/PC
